When a council job advertises internal applicants only. Does that mean internal applicants within that department, or internal applicants within the council?

I've seen an advert for a library assistant which is internal applicants only, I work for the council, but not in the library sector. So I'm not sure if I'm eligible to apply.

AFAIK it would mean within the council.

I work within the NHS and if something is 'internal applicants' it means anyone who works for the Trust not the department.

I work for the government and interanal applies to anyone accross all departments. This is also true for local authorities!

Just do it. And if anyone outside the council knows about the vacancy and fancies a go, they should apply too.

Why are people so timid about such things? The worst they can do is ignore your application, so you have wasted the time. But everyone knows that is how it is with applications. I doubt they will put you on a disciplinary.
