She isn't paying because they can't find her, she comes back regularly and was never asked to pay it back. The way I understand it, they are repaid as tax and she does pay tax in canada therefore if she had to pay it back they would deduct it as they would here! She hasn't ran away from it!

in response to OP.
I emigrated to Australia 4 years ago. before i went i seiously considered going bankrupt, however, like you i did not know if this would affect my visa and at the end decided against it. At the time we applied for the visa i was on a payment plan with my creditors through cccs. I honestly dont know if it would affexct your application but based my experience of emigration i dont think it would.
In response to the student loan thing. we also heard that if you live abroad for 5 years you do not have to pay your student loan back. as far as i am aware this is not the case. However, you can defer the payments every year as they cannot find out how much you actually earn, unless of course you tell them.
its funny how the banks always expect us to pay the debts back but when it comes to paying the country back they have a different view0 -
Which part of Canada are you going to ? what's your thoughts on it. I turned down an offer to work in Canada after doing 3 months out there for my firm, too bloody cold for me in the winter.0
