Did you buy it new 4 years ago? If so, the bad news is that new builds tend to be overvalued, and 2007 was the peak of the market. If you find out how much on average house prices have risen/fallen in the area, as a percentage, that will give you an idea of how much your property price might have changed. I think this is similar to how the bank would value it if you were looking to remortgage too, so should give you an idea of what they'd be looking at.
ETA: As an example, a flat in Cardiff bought in March 2007 would have sold for an average 7.4% lower price in February 2011. Have a look here: http://www1.landregistry.gov.uk/houseprices/housepriceindex/report/0 -
If your neighbours are causing havoc then I'm not sure why a tenant would want to live in your property? Surely they'd be on here posting about their nightmare neighbours and asking how to get out of their AST!We currently own a 2 bedroom appartment in South Wales and wish to buy a house because our new neighbours are causing havoc and my partner is at the end of her tether with them.

The neighbours rent but the landlord is no help. They are two 18year-olds who work for him so they can do no wrong. It is probably their first home away from their parents so an amount of carnage is probably par for the course.
The issue is that i work away from home for six days at a time so therefore my partner is home alone for long periods with gangs of lads outside the front window, it cant be easy for her.
We are a bit stuck now by all accounts.0
