why has my council tax gone up?

ive just recieved my council tax bill and its gone up by £40
i thought the budget had frozen council tax rises?
or is it just another load of b*/*/>,**
my council is bassetlaw in notts

Probably because you your bill includes a separate amount for your local Parish Council and those blighters are still increasing their charges. Tis only the main council charges that are frozen.

the "how the council tax is worked out section" doesnt mention a parish
the list is
notts CC
bassetlaw DC
charter trustees (one penny)
combined fire
combined police

It is probably not your parish council's fault. To reduce costs, district and county councils are cutting services and forcing parish councils to take on these services or risk losing them. Obviously, Parish Councils cannot provide services at the same cost base and efficiency as larger bodies. Whilst Parish Councillors are not paid, they do not have the same administrative back up or buying power as district or county councils. Furthermore, Parish Councils cannot 'rob Peter to pay Paul' like the multi million pound budgets of other tiers of local government.
