A little help please

I realise that my difficulties are nowhere near some on here, but I still need some advice so that I can kill my debts and start living a "Normal" life again.
Firstly, I have been unemployed for some 3 years now due to ill health, I'm 48, so it's not easy getting a job.
I had a loan that I had to default on, because it was either feed the kids or pay the loan, I got it when I was working, and at the time they were handing out money like confetti, they didn't even ask for proof of income, and I was self employed.
Anyway, they did all the usual threatening phone calls, but I went to the CAB and made a reduced offer of payment, which I am still paying now every month after some 2 plus years.
The problem I have at the moment is that I have a Credit Card debt of around £2000 that has an interest rate of 29.9%, and the card company won't reduce the rate, and my bank will not consider giving me a 0% or any percent credit card because I'm not working, even though I pay all my bills without fail and never late
But the interest rate on this card is just stupid, I realise in the past I've not done very well but I've been a good boy for a long time now, I just wanted to know when things will change, and if anyone has any ideas to get things working a bit better for myself even though I don't work.
