Well, the parliament funds things to do with working in the parliament... and the UK government pays for some kinds of education/ offers student loans.
I think you are going to have to be a bit more specific, what do you want to learn to do? There may be funding but it may not be EU funding.Debt free 4th April 2007.

You may be thinking of the ESF (European Social Fund) that funds all sorts of services (not sure about courses) in the UK.

There was ESF funding up until 31st March 2011 for some courses depending on the local JCP and providers(usually colleges) in the area. Qualification was that the candidate was on JSA (only JSA, no other benefits) for over 6 months, over 18 (was 25+ in some areas), the qualification was all that was stopping them getting a job (they were work ready and required a specific course e.g. Food Safety for catering jobs) and that at least one part of the training programme was accredited (there was an exam and is recognised and fundable on the Learning Aims Database). This funding ceases to exist as of 31st March and is likely to be replaced by something else but no-one knows what yet although it is likely to be similar (maybe even a wider scope so not 6 months + maybe?).
