Anyone with advice and experience on issuing statutory demand to member of the Public

[FONT="]Anyone with advice and experience on issuing statutory demand to member of the Public[/FONT]. He refuse to pay back the money owned. I have offered to accept payment in instalments over a period of time and or resolve this dispute directly or through a dispute resolution (ADR) schemes but debtor has refused these offers. They claim they have cash flow problem and will pay me when they have money yet they have many Hundred's of thousands of pounds in assets like properties, expensive cars and other assets in England.
I about to send them a final warning letter [FONT="]for Monies owed which is over £25,000 and want to do this without solicitors to keep the costs down. So anyone with experience or advice on statutory demand process would be great.
