The price of low-alcohol drinks in Australia could be cut as part of a strategy to fight binge drinking. Doctors want changes to the tax system - which taxes light beer at a much higher rate than wine - saying it encouraged people to drink more.

Presumably the Australians currently regard drink as a source of revenue so taxing it by volume raise the most taxes.
Meanwhile binge drinkers, who are drinking to get "smashed", will be drinking by price per unit of alcohol - white cyder anyone?
Then the economists get involved so the tax goes on imported drink. The UK does this that is why cyder is cheaper than beer is cheaper than wine per unit of alcohol in the UK.
Then the medics get involves and want people to not drink for health reasons, so obviously weak watery beer should be taxed per unit of alcohol at a lower rate than wine or spirits. The Scandinavians do this producing some (disgusting) beer that is almost alcohol free.
