Catalogue Debt

I have been struggling to manage my catalogue debt accrued about 3 years ago, but every time i start to make headway, write to them offering payment I get no reply as debts keep getting sold on and this has happened so many times Ive lost count of how much I actually owe it started off at 300 spread over a few on line companies that i stupidly bought stuff from when in a pit of depression years back but now the debts having been sold on and charged interest on are well over 4000 in total and I dont know what to do with it I dont know who owns what debt and which debt it which, I also have an unresolved huge debt with thames water having given up trying to get them to stop charging me for water for a family of four when I have been living alone here for three years, they want 600 but I would nt have used even half that. I also owe lots of council tax which I have been trying to manage and stupidly so stupidly have been servicing two payday loans since last year. If i could tell anyone anything Id say never ever get a payday loan out!!!
What i really need to know is how far can the catalogue debt be enforced as it seems so unfair now they have added so much on to the original amounts. It is true I have managed my debts badly but I have struggled with my mental health and whenever it dips I just drop all the things I am managing. Its pathetic I know but I cant go on like this.
I have contacted CCCS as Im thinking a DRO would be best but Im still facing these payday loans and once again wil be paying the minimum and therefore not managing things at all.
Im left with a negative figure if i even attempt to make some headway with my council tax debt this month which I know is ridiculuous as I know its a priority debt.

are you making payments to your debts at all at the moment? If not next time a debt collection writes to you send a copy of the prove it letter. This will mean they have to send you some proof of the debt and should mean you can work out who the original creditor was. After that then you may need to ask for a breakdown of the balance they claimed is owed, a full statement of account so you can see what charges have been added on etc.

are you on a water meter? if you are not on a meter then the price is the same no matter how many people live there. If you are on a meter have you checked the meter readings yourself and compared them to the ones they have given you. If the meter readings are accurate then it could be that you have a leak in the pipes somewhere which is causing your usage and bills to be so high.
How long a period does the £600 cover?

Right you need to sort out the council tax first, this is a priority. Do you have an agreement in place with them to repay the debt? This is much more important than payday loans.
You may need to open a new bank account to have your wages/income paid into and then stop servicing the payday loans. You can then write to them to make an offer to repay these debts at a rate you can afford - if you have council tax arrears then you would usually only pay token payments to all your unsecured creditors in the meantime.

They need to provide a statement of the charges - however in terms of enforcing the debts its possible they could take you to court and obtain CCJs for the debts (that might not happen and there may be things you can do to prevent a CCJ but it is a possibility).

If you pay nothing to any of your unsecured debts how much do you have left to pay council tax & water each month?
What have CCCS said with regards to the DRO?
