Unlikely. You were getting circa £200 more allowances than the basic in 07-08 but approx £160 less in 08-09 (assuming you took the Code from the P60 .. payslips will likely be wrong as the Code changed in Sept the latter year). There is generally a reason for a discrepancy from the basic - and you're in the best position to know?
If you don't ..... write to HMRC (address on current P60), you don't have to 'phone as there seems nothing urgent? The 647L Code is the basic one for those under 65 for 10-11 (747L from April). But .... as with your Bank etc ..... HMRC is on the list of imperatives to advise if you're changing addresses. It's even one of the few Email facilities they provide :-
