Indeed, places like A4e setup deals with certain employers looking for cheap labour (I would say "free" but I wouldnt be surprised if the employers didn't pay providers like A4e a little for staff - I know under New Deal the case was employers taking on the unemployed for placements got a small amount per week typically £20 (if I recall correctly) ...) they really are set up to gain the most from their funding (taxpayer) even if doing as little as possible including fraud (such as windowing techniques - we are assured this wasn't widespread but it made it on to a TV documentary no less).
All the documents, agreements, questionnaires, action plans, timesheets etc. are all "evidence" they collect to use to give to DWP/JCP if they request them for audit. Not sure about Flexible New Deal but New Deal was the case of paperwork saying one thing whilst the actually delivery something else entirely.0
