Quick Question re Council Tax for over 70's

in Cutting tax
I've just been looking at my parents council tax benefit letter and am a bit confused. The booklet they received with it has a grid guide which says a couple aged 65 with max weekly income of £353.77 can claim, the letter they've received works out their income to £326.24 however it then says this is higher than their applicable amount of £236.80 and gives an excess income of £89.44. Where are they getting the 'applicable amount of £236.80' from? Any advice as I'm thinking of contacting them about the figures.

I think the cut off point for a couple is £270 per week after tax.
Do they have any savings that have been taken into account?
