self employed tax...

Help!
My boyfriend is self employed and pays national insurance quarterly... yet when he gets his tax return through, he pays class 4 national insurance... can anyone tell me if this is right and why he pays ni twice over?

    These are the 2 different elements of self-employed NI. The quarterly stuff is a fixed amount. The end of year stuff is based on his profits, which is why it waits until the tax return is filed.
