Council Tax & Bailiffs question

My mate has got himself in a bit of a mess. He agreed a repayment plan for his outstanding CT after they got a Liability Order on him for £50pcm. He then realised that he could only pay £20 pcm but the council rejected his revised offer. They have now sent him asking for the outstanding amount of £685 to be paid immediately or the Bailiffs will be called in. He has raised about £280 and wants to pay the council this and then pay the rest in installments. He knows that Bailiffs have no right of entry and limited powers. He wants to know if he sends a letter to council stating the following does it prevent the Bailiff from calling?

No the bailiffs can still attempt to visit because the council will have (or will get) a liability order from the court. The above wording relates to a debt collector/field agent who has not been to court.A smile enriches those who receive without making poorer those who giveor "It costs nowt to be nice"0
