Does anyone know how to make a water-soluble mortar?

 I've just purchased some of those little clay bricks and ceramic tiles (Teifoc) that children can build houses, castles etc with a little trowel for laying on 'cement' just like a real building. It comes supplied with a 1kg bag of specialist mortar which can be dissolved in water long after the building's done and you can rebuild. There are no details of the components of this mix but I believe it is sugar-based. As there could be a problem longer term in getting hold of further supplies I wondered if anyone had any ideas of a home-made mix that I could use........... the mix in the pack can last for months and then you put the whole building into water for a couple of hours and the mortar dissolved.........I'd be ever so grateful for any suggestions.
