update........
i rang this company today, it turns out that they are an actual company. i asked who the debt was with, they told me but i had never heard of this company. they then said it was related to the business i run????? when i said i do not and have never ran a business they said that i must not be me???? never asked me to confirm or deny anything but sais it had been a speculative enquiry!
i am horrified at this as the letter could well have made a frail or less switched on person just pay due to its content.
i contacted trading standards who confirmed that this was standard practice and was perfectly legal. well in my humble opinion "the law is an !!!!" if they can do this sort of thing.0 -

Universal Debt Collection is a company that is part of another company called Unicom Telecom based in Manchester England which in turn is part of Universal Utilities Ltd a telecoms company with a website. Read the complaints procedure for this company on the website called switchingon and take note of the first paragraph that says it only applies to individuals and business with less than 10 employees. Universal Debt Collection will harass you but refuse to deal with them and insist that you deal with the source company of the alleged debt (Unicom Telecom of Manchester). Do not let this company bully you.
