    he needs a waste carrier's license plus the storage space ( his back garden) needs to be registered too, as it is 'storing waste'

    These can be obtained from the environment agecny..

    He prob hasnt got the storage part.

    You can report him to the environment agency, or you can ask them if he has got the relevant licenses

    Then you need to report him to the local council as he is 'storing' waste in/on an unregistered premises/land.. is he paying commerical rates? It is also a nusiance so the envirmonetal health department of your local council will get involved

    Has he got the right insurances?

    Is the load secure or unsafe in the back of the pic-up?

    He is prob trading illegally

    I have a disability called Asperger's syndrome so that route would be difficult for me, and would be likely to lead to misunderstandings on his part so I am best avoiding any confrontation.

    I could not care less what he gets up to on his property honestly. It's when it begins to affect me I am concerned. He recently set a fire at the wall next to our yard melting his washing line and a plank of burnt wood with two nails appeared in our yard, along with ash all over my car which I washed not long previously. Who's to say he isn't claiming benefits and getting a bit of money on the side? Plus it will be me affected when I am trying to leave to go to an interview and they have blocked me in, just because they want to make a bit of money. I have never blocked anyone in anywhere.

    Yes I had concerns about quality of the loading. Being safety conscious I would make far more of an effort. Wouldn't be surprised if they have lost some items. Also I did not mention that the truck goes around the local area constantly making annoying siren noises (presumably either to annoy people or let their scrap metal hoarders know they're coming) and more recently they started using a megaphone blurting out "come out with your pants down and your hands up, you are under arrest". I doubt those type of people need any kind of waste handling license :mad:

    I am guessing the way the area is hidden, and being residential, that there is no license.
    OP, you are not located in the south west are you??? Your story seems very familiar to a situation that is happening where i live, and the frustrating bit is that they are going around saying that they are the council scrap collectors!
    I live South Wales area. They seem to be unemployed people, or !!!!!! or Gypsys some people would call them, cashing in on an easy way to make money. I am guessing the guy collecting it all in his yard gets next to nothing compared to what the collectors get when they weigh it all in. Seems like it is happening all across the country http://tonywilliams.mycouncillor.org.uk/2009/08/13/illegal-scrap-dealers/ I was recently told of an incident somewhere not far away where such people were caught lifting up someone's wheelchair and were chased away by neighbours.

    I suspect the previous poster doesn't quite understand that the restriction is not on running a business from home (I work from home myself) but the nature of usage of the building. You can run your Avon from home without issue-but if you started large scale maufactuering the products-you've changed the usage of the property -Enviromental Heath are the best people to talk to-they can check if a householder has applied for/got change of usage for their premises-and would also investigate noise polution and air polution.

  • It could be the same guy thats in m area then as im not too far away from the welsh border,my friend said that someone who took his washing machine pretending to be from the council had a welsh accent - i know when we saw him asking for scrap at ATS,they called the police because his trailer was filled dangerously high. I know that they were not too pleased with him either,the things you hear when your waiting for your tyres to be changed.... ;)

    I know in the last few days the police have had a purge on scrappies in the south wales area.. see 4 pulled on thursday alone....
