    It's quite simple really:
    1) Write to the council explaining that you want to know the date of the liability order, the charges for the liability order and why it wasn't covered by the benefits etc.
    Write to Jacobs and explain you are awaiting this vital info from the council and until then could they please put the account on hold until the council has looked into it.
    When you have established what you owe:
    2) write to Jacobs setting up your proposal and copy the council in on it - state you want a reply asap - send it and get proof of posting.
    3) Wait a week and if necessary repeat - state on letter that if you do not hear back from Jacobs you will be putting in a complaint ot the council as they are trying to mess you about etc.
    4) DO not under any circumstances let the baliff in - they are telling you a pack of lies. If you let them in you will find yourself liable for several hundred pounds more money and the bailiff will then be able to come back to take your stuff - just DON'T LET THEM IN AT ALL.

    You may want to get your local councillor involved to get to the bottom of how you owe this much money as they have powers to ge the council to sort things out.
    But seriously don't under any circumstances let the bailiff in - whatever rubbish they spout - if neccesary call the police.

    Hey JAS, don't worry I will not be letting the Bailiff into the house, infact I am not going to speak to them again, I will deal directly through Jacobs and the council in regards to payment.

    Thanks Dancingfairy, I am definitely going to ask the council for a breakdown of this bill, and when it is from, I was reading on CAG forum the link King100 very kindly sent me that after 6 years a debt is null and void is this true?

    When I initially spoke to the Bailiff he told me I had 4 accounts with them I don't know what that means..

    There's a separate board relating to bailiff problems ('Bailiffs and High Court Enforcement Officers' is the section you need to look at.

    I think you've been looking on the 'Debt Collection Industry' board, which isn't the correct one.

    Debt collectors and bailiffs are two completely different entities.

    Just a quick update on the situation.

    The bailiff did come on Thursday at about 1:30 in the afternoon and only did a quick knock then left 4 different notices with the "24 hours to pay or good will be lifted" which I know is a crock of !!!!!! after reading the letter on this forum.

    I went to the citizens advice and they have made me an appointment for Wednesday to talk to some guy who is an expert on benefits, as the council are ignoring my letters I have sent, telling them that I was on benefits at the time they are charging me full council tax for, and I have asked them to investigate this to make sure they have their facts straight.

    I was told by the National debt helpline to try and get a DRO (debt relief order) this is like a mini bankruptcy, as I qualify for it, and this would abstain me from any debts I owe for a period of 12 months then the debts will be written off.

    I know my rights with the bailiff and I am not bothered by them any more, I have a few different options now and I am in a much better place than I was a week ago.

    Thank you guys for your help on this.

    That's incorrect for council tax - to issue to a bailiff they have to have obtained the liability order. Once the liability order is issued then the balance remains collectable until it is cleared.
    I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.
