Local gorenment superannuation pension question?

Hi,
I am asking this on behalf of a relative who doesn't have a computer.
He worked as a manual worker for a london borough for 6 or 7 years leaving in early ninties, and has his pension frozen.
He has now developed a medical condition whereby he would not be able to do his old job and I understand under these circumstances his pension might become payable.
I know that new rules were introduced into the pension scheme as from april 08 (about being able to get anygainfull employment before 65) but would these apply to my relative who has left the scheme as an active member 20 years ago? He is now 46.

Such a pension no doubt had provision for early retirement on the grounds of ill health. But it is difficult to retire from a job you have not been doing for 20 years.0

This person would be considered under the old LGPS regulations (Pre 2008). He should contact his former employer to arrange a medical, and if it is considered that he is no longer capable of performing the duties of his old job his pension should be brought into pay without any reduction. There is no enhancement to the pension for retirement on ill health grounds in this situation.
