1st time remortgage help please!

HI, we're looking at re mortgaging our property which we've haven't done before - we were first time buyers on a 2 yr fix.
value £160000
outstanding mortgage - £140000
currently on Santandar SVR at 4.24%
can afford to make some additional payment to reach 85% LTV - eg borrow £136000.
should we go for fixed rate or discount? what would be a good deal? Santandar are offering 2yr fixed rate of 4.99 with a £800 fee. ideally looking to sell in 2 years so want competitive deal for 2 years which doesn't lock us in.
any advice greatly appreciated.
