Hi I have been a Ebayer seller on and off for the last few years. I have 100% feedback. I had a message from a buyer claiming they didnt receive their item. It was posted on the 18th Feb. I am wondering what I should do. I contacted the Post Office and they said you have to wait 15 working days to make a claim what do I do? Do I give a refund and then make a claim? This is the first time its happened to me!

Yes you give a refund and try and keep the buyer really happy, that way you escape any poor feedback. I would normally ask my buyers to wait until week 2 before refunding, but as you are already that far you could ask whether they would be happy to just wait until say saturday, and promise a full refund if it hasn't arrived then.
The buyer gets the full amount back that they paid, if you refund the original paypal payment your paypal fees are wiped out as well.
Then after 15 working days use your certificate of posting to start a claim with RM. Did you send the item recorded delivery? If so you should wait the 15 days as advised by Royal Mail as maybe it was delivered to the wrong house, or no while you were out card was left etc. This gives enough time to get the parcel sent back to you .
If you never sent it by recorded delivery/courier/special delivery then unfortunately you will need to refund or offer the same thing to be re-sent out but use a trackable method.
Recorded delivery costs 75p extra but can save alot of money. Alot of un-trustworthy people see an item come through their doors with no signed for or trackable method and automatically say they haven't recieved it, knowing paypal will refund it. Unfortunately Recorded delivery is a waste of 74p as it rarely ever updates to delivery online.
Even if it did go recorded a buyer does not have to wait the 15 working days to get a refund, it is exactly the same as all post, if buyer does not get their goods in a reasonable time paypal and ebay allow them a refund, the delivery method makes no difference at all.
Finally, any seller who believes all buyers are scammers and are going to lie and cheat them, should maybe rethink whether they are really cut out for ebay at all.
I send around 100 parcels a month, nothing goes tracked and i lose around 1 in every 500 items sent.
