As far as I understand it if you want to make complaints about DCAs, then youd speak with the FSA who regulate them. Or discuss the matter wth trading standards.

If they've breached the Office of Fair Trading Debt Collection Guidance, you could complain to the OFT. This isn't a very good link but should point you in the right direction
Then see if they're a member of the credit services association

I reported a couple of companies to the OFT and all they did was send me an email to tell me that it had been passed to the TSO!! I had already informed the TSO separately!0
