Family Allowance & 40% tax earner

Is it still the intention to stop Family Allowance payments if 1 or more parents are in the 40% tax bracket? If so is it for the upcoming Tax Year?

I remember their was quite a stink about it because it wasn't going to be means tested and potentially a household could earn £60k and still receive it while another earning £44k would miss out (note: I know those figures will be wrong - feel free to correct!)

IIRC there may have been a lame attempt to diffuse the matter but I don't recall what the government said.

    Details aren't out yet, but the timeline indicated was 2013, there was some attempt to diffuse the situation with vague promises of a Married Couples allowance
