Why can't I leave negative feedback?

I need to leave negative feedback for a buyer as they were blaming me (and have left negative feedback for another seller) because they have not received their item. Turns out their address had a line missing.
I have never left negative feedback before but need to now to warn others as others may refund whereas I did a bit of detective work!
The thing is on the "leave feedback" bit there is only option to "leave positive feedback" or "leave feedback later" or to "report a problem with the transaction". The later leads to an advice page but no option to give anything other than positive feedback. What am I missing?

Sellers have been unable to leave Negative feedback to buyers for quite a while now - maybe 12months?
Try and contact the buyer regarding the missing address line as they may not know.0 -
I did contact them but it's not stopped them leaving negative feedback to another seller. I just wanted to warn other sellers. That's really wrong - why should sellers not be able to leave honest feedback. I will post it as positive then but seems v unfair as I bet they will then post negative for me.

If you post a "false negative" then the buyer can get ebay to remove it as you will be breaking the rules. Ebay may even remove your comment and leave the positive score.
It is not as if anything productive can come from 'warning other sellers' anyway. It is unlikely that a seller will go to the trouble of reading every buyers' feedback and cancelling bids from those that have been negged by previous sellers - it wouldn't even be possible do so in most cases, given that many people bid in the final moments of an auction.0 -
Hey hang on! It's not a false negative. I wouldn't dream of doing that. This buyer is giving an incomplete address and as a result is not getting all their parcels. They are then contacting sellers for a refund. It was only the fact I googled address and looked at other addresses in their street that I found this. They have left negative feedback for another seller who did not refund them. Other sellers need to know there is a problem. That's the point of e bay feedback.
It would stop them refunding this buyer when it's the buyer who is giving wrong address. If people don't read feedback due to time then you are saying the feedback system is pointless. There is no malice here. I nearly refunded the buyer but reading that they had given negative feedback to another seller who responded by saying they had proof of posting and that made me investigate further.MTC NMP Membership #62 - made it back to size 12 after my children & I'm staying here!0 -

As long as factual feedback is left it shouldn't be removed, along the lines of 'incomplete address meant parcel couldn't be delivered therefore I didn't refund the buyer'. I have done this before and it was fine even though the buyer whined to ebay.
As a mainly buyer the feedback thing has been good for me as so many times in past years I have not felt I was able to leave negs for fear of repurcussions from sellers but, as I now sell a bit more it is a pain in the bum and am always on tenterhooks!!!0 -

Not really sure what the correlation is, an inability for a seller to leave negative feedback shouldn't impact financially in any way, if it does you're probably doing something seriously wrong.Welcome to being shafted up the rectum as a seller by Ebay. I'd be fairly sure that they wouldn't have had an address incorrectly listed on purpose, seems like that would be pointless. Another good reminder for having a return address on a parcel, it still amazes how many people and companies don't do that.
I aways put my return address on. This parcel did not come back to me. I told that to the buyer and that I had proof of purchase but they expect a refund. I am not sure if you have refunded or not, nor of the timescale. But you DO need to refund if you cannot prove delivery. Proof of posting is NOT proof of delivery.
To be honest, a line missing on the address would only be a problem if it was the (house\flat) number or postal code.
I think you are worrying too much about feedback left for the other seller and may find yourself getting bad feedback for lack of customer service.0
