I think that HMRC will let you pay in installments over 1 tax year if the amount owed is below a certain amount - other than that I'm not sure. I seem to recall HMRC cancelling a lot of peoples tax debts if they could prove that HMRC has received all the appropriate information at the correct time and had failed to join the dots properly.
You might get more help with appealing it/setting up a payment plan by asking over on the tax board on here.
In theory I think people are supposed to be responsible for checking their own tax to a certain extent but for most people the system is too complicated or they lack the knowledge to deal with it so that's obviously where it all falls apart - HMRC think people can deal with it who think HMRC will deal with it- hmmm.
