    so who does the £65.00 court fees go to if i pay the £127? surely there would be no point in going to court if the council had all their money. What would they be chasing me for if it was all paid and then if it didn't go to court the council would take that £65.00 for themselves

    The costs are a mixture of court costs and the cost to the council of running a recovery system - issuing reminders, second reminders, final notice, summons etc + the associated infrastructure costs the council .
    I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.

    The Council incur costs getting the summons issued.
