pressure cooker problem

Hi all, apologies if this is posted in the wrong place but I'm just wondering if anyone can help me with my Tower pressure cooker.
Bought it when we lived at our former home where we had a gas hob and had no probs whatsover, used it practically every day. In our new house we have an old electric cooker (ring type) I used my pressure cooker the other week and had probs. The cooker reached pressure and the little red dot popped up, but then five - seven minutes later the whirly thing (can you tell I'm a technical person
) still hadn't started spinning round 
Anyway, I got scared the whole thing would blow so took it off the hob.
The potatoes etc were cooked but I'm concerned about the whirly thing not spinning round.
Anyone had any experience of this happening with their pressure cooker on electric hobs?
