Their benefits have nothing to do with what they live in.
If they are out of work, and homeowners, they would get the same amount of cash benefits as a council tenant, council tax rebate the same as a tenant, and help with their mortgage instaed of their rent.
New kitchens are generally part of regeneration schemes for various estates, and applied whether or not the tenant is working.
Lucky them - I've enever had vouchers for anything, from my social landlords and I've always replaced kitchens/bathrooms at my own expense.
