Awarded compensation - Philips Bailiffs

Hi,
I was awarded £450 compensation for fraud in July 2010. I have not received any money from the court or Philips Bailiffs as of yet.
It's Highbury Corner court, and the telephone numbers I have for the enforcement officer are always busy or just ring out.
I have spoken to Philips Bailiffs but they will not update me, as they cannot speak to me.
What is the chance of still getting this money back? Am I entitled to more due to the wait?

Thank you for explaining, and unfortunately I still have not received any money.
The person who owes the money is willing to pay the £450 owed to myself, but the bailiffs are asking for over £1000 now and he does not have the money to pay this, and they don't seem to be doing anything in terms of recovering the money.
It's been around 200 days since the court passed the case to the bailiffs
What can I/he do?0
