In fairness County Court bailiffs are a different breed and pretty normal. If you don't want to speak to them though speak to the court office instead. Make an application to suspend the warrant on this form, send/take it in with a £35 court fee or completed fee remission form with sufficient proof (linky).
United Utilities never respond to them so whatever you offer will be what the order is made for.

I have spoken to Court Bailiff and explained the situation and he will ring me on Monday to give me a United Utilities Number that is specially for this type of hardship.
He was most pleasant and helpfull.0
