Statute Barred Debt - Northern Ireland

My boyfriend and I live in England but he is being chased by CCS Ltd for a debt which he allegedly accrued whilst living in Northern Ireland.

We don't think he owes the money, but in any case the debt is statute barred and we would like to write to CCS stating this.

Which legislation applies here? The Limitations Act 1980 applies in England but in NI it's the Limitation Order 1989 that applies. What do I quote in the letter?
