Yes, it seems so:

Sample Rules:

1. 1. Only 1 sample of each product per order
2. 2. Maximum of 5 different free product sachets per order (ordering more than 5 can delay your order in the system)
3. 3. We do not dispatch orders of just free samples

Just go to their website and put free samples into the search. But you have to actually buy something as well and, to be honest, their prices are very expensive.
