European Mortgage

Hi everyone,
I know you can get a mortgage which is related with the USA interest rates but was just wondering if you could get one for one of the European countries like Spain or Switzerland as heard they are very low and how you'd go about it.
Also after advice if people think this is a good idea or not. Thanks in advance
