Council Charges - advise plz??

Hi, I am posting this on behalf of my sister. She moved out of a council rented flat approx 4 months ago and has now been sent a letter for charges incurred to ''empty'' her flat.
She is being charged for emptying the attic - which she had told them none of it was hers, it was there when she moved in.
A broken bathroom window which she reported when she moved in
To empty the shed - again it was full when she moved in
and to take carpet up, she did lay this but not properly, it wasnt fixed down.
Charges are totalling nearly £250...any advise on what she can do??

The stuff she reported when she moved in - her best bet may well be to write to the address on the bill she has now received enclosing copies of the reports she sent previously, that ought to see those off I would think.
The carpet she may not be able to do anything about, specifically if there were any guidelines in her agreement about work being done on the premises. Frustrating though isn't it that they have probably dumped a perfectly good carpet, which may have done the next tenant a real favour, just because it wasn't professionally fitted!🎉 MORTGAGE FREE (First time!) 30/09/2016 🎉 And now we go again…New mortgage taken 01/09/23 🏡
