If all your other knitting has come out bigger, it sounds as if you naturally knit to a loose tension. (So you should use smaller needles to get the same tension). Using the biggest needles you have, try casting on 8 stitches and knit a couple of rows, if you're happy with the look of it, just carry on. You could always add another couple of stitches if you want it wider. I have sweater patterns using chunky wool double and 10mm needles and the tension on them is only about 3 stitches to the inch, so you won't need many stitches for a scarf.

hi ya, thanks that all makes perect sense. largest i have are wooden ones that came in an M & s knitting kit so not sure of size. i would say at least ten. i just did what you suggested and nine stitches they say to use makes it tiny so would need maybe double or even treble that. as for length knowing one of strand of 3 balls all together still only gave one ball in length so bought 2 kits just in case. so i guess once i have decided its long enough for me i can stop. however, would you believe an ebayer has just listed a 25mm needle set now for £4.50 £1.50 postage. now am thrown what to do. like you said if things come up bigger, following their instructions might be too big. and as said will never use them again so what to do now? a bit of trial and error or £6 on 25mm?????
