Grrrrr!!!! Lowells, Red & statute barred

At the same time as sorting my own debt problems out I have been helping a friend sort theirs. Over the past few years every now and again a letter would turn up from Lowells, Red, Bucanhan Clark and others about a very old debt (pre 2000) on each occasion my friend had phoned who ever was chasing the debt and informed them that he does not acknowledge the debt and things have just been left at that.
However there were several strongly worded letters in Oct/Nov last year, so with information gathered from this site in November 2010 I sent off the template statute barred letter sent it recorded post and have checked that it was recieved. They never responded to this letter despite the bit at the bottom of the letter requesting that they confirm in writing that this debt was statute barred.
Today he has recieved another letter again from Red with a Lowells reference on the paperwork with 2 options 1)settlement of 30% of outstanding amount 2) pay £10 per month,and giving him 15 days to respond niether of these are an option for him, nothing has been paid on this debt since pre 2000 he has never acknowledged the debt.
What I need to know is what do I do next? Are these companies allowed to just ignore your letters and keep passing the debt around from DCA to DCA in this case ending up with the original DCA that started with it. Help and advice much welcomed x

    My friend recieved a letter yesterday saying account now closed balance is £0 and confirming SB what a great result thanks to this site and in particular Fermi lets hope thats the end of it.:T
