Not achieving work place targets

Talking about this is pointless until we know what sort of targets the OP is on about; if we knew then maybe we could help....the combined experience and knowledge etc etc.
I have had targets and not always reasoned ones! As I think we both seem to be implying, sometimes you just have to meet the targets and then question the motive.
Personally I am not one to "just sit back and take it", and by inference I suspect you aren't either, but if the company sets you a goal and punishes you for not meeting it, you make sure you work out what is required to meet the conditions, tick the boxes (as you say) and get paid.
Beyond that you need to decide if that job is for you!1
