It is in some continental countries but I don't think it is here.
I used to be indecisive but now I am not sure.

No, it isn't. In the same way pubs don't display their prices outside.

I only ask because in my experience there are usually prices outside, its unusual round here for there not to be.

Been caught out once being charged £2.20 for a small mug of tea.

So they didn't have prices listed anywhere inside either?

i dont' think it is, i thought they only did that so you saw the prices and what they served to tempt you in.

Bit ironic really, it puts me off going in if they dont have a menu and price list displayed so i can see it from the outside.

I hate going into places, looking at the menu and walking out again.

The actual law is quite detailed, and has changed fairly recently, but:
You must make the prices of food and drink clear. The easiest way is by using a price list. Bars must show the price list at the bar where orders are taken. Restaurants and cafes must show it at the entrance or in the window.
    Businesslink
Restaurants, pubs, and cafes which serve food have to display a price-list and tell you whether there is a service charge, and pubs have to list the price of various drinks.
