In that case report Capquest to the OFT. The OFT has warned DCAs not to issue SDs unless they really intend to go through with them, and they have their eye on CapQuest. they have been reported to the OFT by me but they emailed me to say they can't look into this matter as they don't deal with ( can't think what word they used now)but they did send me a form to sign to say i agree to my details being used should they need to do anything.0

That's the normal response. They don't take specific action over individual complaints.
However, they do take note of them all, and use them to build up a picture of the misbehaviour of the DCAs. So it's important to put in the complant anyway, so that eventually the OFT have enough evidence to support taking action against them.Free/impartial debt advice: National Debtline | StepChange Debt Charity | Find your local CAB

I'd worry about this lot about as much as growing another head by tomorrow morning.......:D
Just send them a simple letter stating you're unemployed and all you can send is £1 per month. Politely inform them that they can foxtrot oscar if they don't like it.....;)
Don't phone them.
I always advise against sending an I&E. They have no right to see one and it gives them too much info about you....;)

I think you've gathered from the responses that Capquest are mainly full of hot air, and are infamous for breaching OFT guidelines on debt collection.
In your specific case these sections:
Communication2.1 It is unfair to communicate, in whatever form, with consumers in an unclear, inaccurate or misleading manner.
2.2 Examples of unfair practices are as follows:
b. leaving out or presenting information in such a way that it creates a false or misleading impression or exploits debtors' lack of knowledge
d. unnecessary and unhelpful use of legal and technical language, for example, use of Latin phrases
I would write to them, explain that you are unemployed and that you can make a token payment of £1/month.
Don't let these scumbags pressure you as this is the only leverage they have over you.
