I have recently been made redundant and am starting up my own business. I would be interested to know if there are any government schemes that give financial help to small business start ups, similar to the enterprise allowance scheme that was available in the past.

have a look at business link's website. theyre govt funded and v helpful. they also run workshops and offer 1 to 1 advice

try small firms loan guarantee scheme. google it and you should find it fairly easy.
