Ftb mortgages with builder deposit

Hey all,
Noob here so would appreciate any replies and thanks in advance.
We're looking to buy our first house - we have sorted a deal with the builder for a 5% deposit match and have a 90% ltv decision in principle from Abbey.
The broker says that Abbey is currently the only lender lending on this basis - others see the builder's 5% as a discount, not a deposit, and so still require 10% from us.
Does anyone have any idea if this correct?
