Driveway, what do I need to do???

Hi,
Can anyone tell me what permission I would need to turn my front garden into a driveway. Where I live most of us try and leave eachother a parking space at our own front doors but you always gets someone who doesn't give a hoot and shows no consideration. My neighbour drives a big work van and never parks up enough to leave us a space and since we are the last ones home we have to rap his door most nights and ask him to roll up. Then we have another neighbour who moved in a few months ago, who will move her car down into someone elses space so her weekend visitors can park at her door, so then taking someone elses space! you can park on the other side partly on the footpath and this is what we do if a visitor has used our space, I don't then take my neighbours space out of consideration. Anyway enough ranting, what I want to do is turn my garden into a driveway and then I won't have to worry about where I have to park my car. I know you have to pay to get the kerb dropped but didn't know if I have to contact anyone about it or who about doing it. Any help would be much appreciated. Cheers
