I recently travelled to Scotland on East Coast trains. They allow you 15 mins of free wifi after which it costs £10/day. The way it blocks you is by checking your mac code. An easy way to change your mac code is to run Ubunu or any flavour of linux and reassign your wifi mac address.
Its likely that you can use this approach in other locations where there is a period of free usage.
