Student Loan Repayments

My sister has a student loan to be repaid for the one year she was at university. University just didnt suit her, and it took her about 18 months after she left to find a regular part time job. This she stayed in for over 2 years before she and her boyf decided to go to Australia for a year.
She had been paying off the student loan, about £20 a month I think for about the last 12-15 months before she left. She stopped the standing order before she left, and informed loan company that her ciircumstances had changed.
We have since received a letter from loans company asking for her current situation and confirmation of how much money she now makes. Would anyone have any idea what details we give..or even if we're allowed to fill it out? It asks for her signature at the bottom?
She is only working part time in a cafe over there, and has only returned to work after quite a few weeks off over Christmas due to the floods.
I also have a student loan - but do not make over the £15K threshhold in order to pay it back yet, I think she just started paying it off as she could just about afford it at the time and to get the loans people off her back. There's no way she has ever made threshhold, and is definitely not making it now, so basically my questions are:
a) is she under any obligation to pay as she does not make over the threshhold?
b) can we fill out this form without her signature?
c) if so what details do we fill out?
d) can they pursue her even though she's not working in the UK?
I'd appreciate any advice - I'm the only one at home now and my parents are quite elderly, my mum for one thing gets upset anyway just thinking about her being over there, and the thought of some agency chasing her for money is worrying her even more.
