Disability Premium ?

Friend receives contribution based JSA, Housing Benefit and Council Tax Benefit. He also recieves DLA. If he received income based JSA he would get a disability premium paid with his JSA. Now the question is:

Should he be getting a disability premium?

and if so can someone provide a reference to the rules please?

and as an afterthought I wonder why various benefit advisors give different and contradicatory answers.
