Santander - Loan payout delayed/cancelled

Santander still have not released the money to us as per our loan agreement, and they still have not written to us confirming the situation, explaining where the money is or if our original agreement with them has been cancelled. In order to try and move on my husband has applied for other loans so that we can say to santander that we will take our business elsewhere, however he is now getting refused loans because there have been too many credit searches on his file over a short space of time (thanks to santander).
Is there anything we can do legally as they essentially have not delivered to their part of the signed loan agreement.
Also isn't there a fraud issue here? as they have not written to us explaining what has happened to the money, the last written communication we had from them was that the funds had been paid by BACS transfer into my husbands account and since then all we have had is excuses about what has happened, which seem to change each time we call. Is there someone we can report this too as it is £18,500 and no one at santander seems to know what is going on.
I fear that they will start to take monthly payments from my husband soon for money we haven't had - they seem to be a law unto themselves.

Santander have reprocessed our application and sent us another letter saying that the funds have been released, and surprise surprise the transfer failed AGAIN!
Our credit rating is now on Amber because we have had 6 (yes 6!) credit searches registered against us over the past 7 weeks by Santander. No other loan company will give us a loan now.
Santander complaints have written to us saying that the first failed transfer was because if the VAT change and the fact that this affected protection insurance - very strange as we didn't ask for protection insurance and I am not aware of any VAT change over the last week, so what caused the second failure????
They are liars, incompetent and completely disregard the damage that they do peoples lives, I hope that their continued incompetancey destroys their business.
They have sent us a £50 cheque for our troubles, but we are sending this back as it doesn't even cover the phone calls that we have made to their crappy call centre.
Can we claim compensation for the stress that this has put us under?0
