It's not generally discounted - it's just from Girlguiding UK & their authorised suppliers. I don't think it's popular enough that you can get cheap knock-offs! There is usually a good supply of second hand stuff though - have you tried Freecycle? Or talk to the rainbow guider, she may have a stock of 2nd hand stuff. (I run a guide unit & often have a few 2nd hand bits of uniform hanging around).

I am a Rainbow leader. We usually have some uniform which has been handed in when Rainbows have gone up to Brownies. We just ask for a small donation to funds. If your unit hasn't got any it would be fine for her to just have the tea shirt and maybe some cheap red leggins or trousers from somewhere like Primark. Thats what we tell our Rainbows.

    hi
before you buy, ask at the rainbow group, my daughters had a big box full that people handed in when they left, they used to ask £1 for a t shirt, £2.00 for trousers + sweatshirts, then just ask that you hand it back in if its still wearable when you're finished.

Other than that our skoolkit ~(school uniform shop) sells it.

Just to add please dont think she can't go to Rainbows if she hasn't got a uniform. It really doesn't matter, ask the leader to save you any that gets handed in and let her enjoy Rainbows in the mean time.

They charge the same prices as Girlguiding UK shops (generally - I haven't checked all of them). But if you buy from a guide shop or depot the profits are ploughed back into local guiding so your daughter will benefit. If you can't get to a shop you can order online from http://www.girlguiding.org.uk/shop

try net mums you might find a second hand one on there? just to add the unifrom is fab quality and does last, but i would perhaps try it on before you buy. as the sizing isn't like normal girls clothes imho.
