Any investment plan you put in place contains an investment risk. Whilst charges are lower than in the past, a UK equity fund is still a UK equity fund whether it is in an endowment or in an ISA.

If you use a lower target growth rate (say 5%) and have a decent spread of investments and the timescale is in excess of 20 years, then a regular contribution ISA should be fine (thats equity ISA not cash ISA). However, to repeat, it still has a risk.
