It really is an impossible one...lol. She could be just half a size bigger next winter or a size and a half bigger.
It really does depend on how quickly her feet grow & it's a question I just cannot answer...sorry.

my dd is 4 and I have a niece who is 3 so thought it may be worth a 'punt' and if I got it wrong for me then may work out for her the following year,if that sort of makes sense.

lol, no problem.
IF it was me then I think a whole size is probably the best bet if you are happy to take the risk.
If she has grown more than that and you have someone to pass them down to then it's not so bad.
If she's not quite reached that size but is close you could try them with an insole in?
