Free software for designing Christmas Card?

hi
after last night's post about making a Crimbo card of my dogs in their Santa Suits (sad I know!:o )... does anyone know where I can get freebie software to design the layout of the card?
basically I want to get about 5 images of them on 1 pic, with festive borders in between ... haven't got a clue how to do that though!!
does anyone know of any software (free if poss!) that I can download to do this? Apologies if this should be in the techie, or, I wanna do-it forum.
oh, and another image online of the poor poor sods

The HP site does cards where you can insert a photo into a festive border...

Just a word of warning...the HP site only caters for American-sized paper which is slightly different from our A4 so you might have to tinker with your printer settings, (or as I do...get bigger paper and cut it down to the US size!!
)
